CHAPTER 3. CURRENT ISSUES OF ELECTRONIC GOVERNMENT IN THE MODERN LEGAL AREA

The issues of e-governance in modern conditions are investigated. In addition, attention is focused on the understanding of this legal phenomenon and the forms (levels) of its implementation. The analysis of the main conceptual approaches to understanding the essence of e-governance has been carried out and it has been determined that six main scientific approaches are most commonly used from the position of which e-government is: 1) a form of organization of public administration; 2) optimization of the process of providing administrative and social services; 3) the system of interaction between public authorities and the population; 4) a new form of public management; 5) the process of using IT technologies; 6) a modern complex form of public administration based on the use of modern technologies. The author’s definition of e-governance is presented.
Four spheres of manifestation of e-governance are designated: e-services; e-management; e-democracy; e-commerce.
It is noted that e-government is the basis and catalyst for the formation of a qualitatively new space for public cooperation and acts as a powerful potential for solving issues of communication between the government and individuals, and also determines new vectors for the transformation of these relations and has a significant impact on the development of its individual components: e-government; e-medicine; e-telephony; e-legislation; e-employment; e-education; e-library; e-bank; e-democracy; e-inventory; e-television; e-transport; e-insurance. This process was especially accelerated due to the successful implementation of the “State in a Smartphone” program and the need to instantly respond to the challenges of war.
Special attention was paid to the forms (levels of interaction) of e-governance: G2G – “government to government”; G2B – “government to business”; G2C – “government to citizens”; G2Lg – “government to local governments”; G2N – “government-to-nonprofit”; G2E – “government-to-employee”; G2I – “government to international organizations”.
The results of the study were the definition of the concept of e-governance and the definition of the main vectors of transformation of the levels of implementation of e-government in modern conditions and the change in their essence under the influence of the challenges of the present, as well as proposals for improving the understanding of e-governance models, taking into account the integration of Ukraine into the European legal space.
